CoARA Action Plans Overview
Upon signing the Agreement on Reforming Research Assessment (ARRA), CoARA Signatory and Member orgnisations commit to developing an Action Plan with defined milestones within one year. Action Plans not only define key milestones, but also share with the community how their organisation has started the process of implementing Core Commitments. As such, Action Plans play a crucial role in fulfilling the Core Commitments of the ARRA, helping Signatories and Members to outline key milestones for implementing research assessment reform.
To ensure transparency and accountability, CoARA signatories are required to deposit their Action Plans openly on the Zenodo platform within one year of signing the Agreement. Action Plans serve as the primary data source for assessing how Signatories (including Members) commit to reforming research assessment practices. To support this effort, the CoARA Steering Board, with input from the CoARA Secretariat, has developed guidelines for drafting Action Plans.

- Automated Harvesting
A software solution queries Zenodo daily via its API to extract metadata and raw text from deposited Action Plans. The data is published openly at open-data.gargantext.org/cnrs/coara-boost-action-plans(opens in new tab).
You can visualise the data on the HTML page (you can choose how many columns to display), or extract the data as a text file (TSV format).
- Data Visualisation
Lodex(opens in new tab) software enables dynamic charts, faceted navigation, and customisable web pages to explore cross-referenced data.
You will find below 4 charts representing the action plans by country, by institution type, the numbers of signatories by country and by institution type. Each chart allows you to access the raw data
- Textual Analysis
Maps: Action Plans visualisation (from an exported GarganText graph)(opens in new tab) generates interactive maps of keywords and concepts, displaying relationships within the action plans.
The maps allows you to shift the perspective on the action plans corpora by viewing relationships from a specific concept. Here, you can also access the raw data by clicking on each extracted word.

Lodex platform
Lodex is an open-source tool developed by the CNRS' French Institute of Scientific and Technical Information (Inist). This platform processes, enriches and distributes data sets from textual resources. It allows source data to be cross-referenced to produce customized graphical visualizations and offers interactive navigation on a website.
GarganText platform
GarganText is an open-source, decentralised, collaborative web platform for knowledge exploration developed by the CNRS' French Institute for Complex Systems Paris île-de-France (ISC-PIF). This software combines tools for natural language processing, text mining, complex network analysis, and interactive data visualization to enable new types of interaction with digital corpora.
Based on the data extracted of the Action Plans (texts), GarganText calculates the occurrence and proximity of concepts across all the provided data, and establishes clusters distribution of the concepts addressed in this corpus.
Maps: Action Plans visualisation
Maps is an open-source knowledge mapping spa (single page application) developed by the CNRS’ French Institute for Complex Systems Paris Île-de-France (ISC-PIF) and its partners. This platform provides interactive and simplified cartographic visualizations for exploring a corpus of textual documents.
